TANAUAN, BATANGAS—Independent senatorial candidate Ariel Querubin called for education reforms and increased budget allocation to address the country’s declining education quality during the Batangas Forum for Good Governance and Development on March 19.
“97% nga yung ating literacy rate pero magugulat ka maraming bumabagsak sa math, sa English, sa science, so mukhang nagdeteriorate yung ating quality ng education,” Querubin said.

Querubin, a retired Marines officer and Medal of Valor awardee, emphasized that education should receive the largest share of the national budget.

As part of his platform, Querubin proposed a “Panganay Scholar” program, where the eldest child in every family would automatically receive a state-funded college scholarship. To ensure its efficiency and transparency, he also suggested creating a State Scholar Council.
Querubin underscored the role of education in lifting families out of poverty, citing examples of graduates from the Philippine Military Academy (PMA) who were able to support their families after completing their studies.
